Cannot remove a Keyboard layout indefinitely

I have written and shown the problem in this forum thread:

I really don't know why after every restart I get 3 keyboards layouts if I have installed two language packs and in each one of them there is a single keyboard layout.

From where this United-States International keyboard pops out every time ?

Currently the only workaround to remove it (only for the current session - until next restart) and get only two keyboard layouts (ENG , עבר) is to explicitly install it (again it's not shown as a keyboard layout when I go to the Hebrew or US language pack) and then remove it.

I don't need the Hebrew language pack I only need a Hebrew keyboard layout which I can't get in the US language pack.

Alright I solved it !

Control panel -> Region -> [Administrative] ->  Copy  settings... ->

☑ Welcome screen and system accounts -> OK

Logout or Restart.

    Hi there, thanks for your question.

    It sounds like there may be an error in Windows system files.

    Firstly, I would see if the troubleshooter fixes the issue. Click Start and type "troubleshoot" then select the first result. Scroll down and choose Keyboard. This might fix the issue.

    Otherwise, run the System File Checker tool:

    If that doesn't help, it may be an app that's installed on your computer that's causing the keyboard to be added after every reboot. Try the below to see if the problem persists:
