That Explorer Startup folder shown in Step 4 of the checklist is not the same as the Task manager Startup Folder. They are all separate locations: Task manager Startup, MS config Services, Startup Folder in Explorer and a new one at Settings > Apps > Startup. They may overlap, but one is not the exact same as the other.

there is nothing in task manager, MSconfig, and in Windows 10 settings but I found it in ccleaner

I would not use CCleaner since Avast bloatware bought them and bloated them out too. No expert in Forums where we see the most cases (by the thousands) recommends Avast, AVG. Norton or McAfee, but we have solved many problems over the years by having them uninstalled. Now add CCleaner to the list.
I would uninstall any 3rd party antivirus and try running only built-in Defender which gives adequate protection, least issues, and is from Microsoft who knows how to protect their OS best.
If you want the best on-demand scanner install and run a full scan with Malwarebytes free scanner: https://www.malwarebytes.com/mwb-download/
You can turn off the free trial at any time in the app's Settings > Accounts.
The Startup list in msconfig is correct as it only refers to Startup. There are other Startups shown in the Services tab, after hiding all MS services with the checkbox. The Startup tab of Task manager may be correct since it doesn't track all of them. The other locations I gave you might.
