Firewall Problem

Hello-

Looking for help to turn on our firewall (also not sure how or when it was turned off).

We get a message that security and maintenance cannot turn on firewall.

Error code is: 0x8007045b

Additional Error code is: 0x45b and reads "a system shutdown is in process"

    The gist of this is that you use the pskill utility in Sysinternals, and you use the following command in Command Prompt as admin: pskill \YOUR_COMPUTER_NAME winlogon

    Yes I have tried everything it wont even let me reboot to factory settings
