Hi,

Thank you for writing to Microsoft Community Forums.

I understand that it can get difficult if the upgrade are not working as expected. However, we can go ahead and try few steps to see if we can resolve this issue.

  1. What is the make and model of the system?
  2. May I know the editing of Windows that you are trying to install, is that Home or Pro?
  3. Did you remove the external device, apart from mouse and keyboard?
  4. Is there any security application installed on your computer?

I suggest you to remove all external devices, apart from Mouse and the keyboard and restart the system then check if the error occurs.

Method 1: Disable security software and check.

Sometimes, security software like antivirus and firewall can also cause such issues. So I suggest you to temporarily disable any third party security software that you have installed and check.

  1. Click the small triangle at the right bottom corner of the taskbar.
  2. Right-click the antivirus icon
  3. Select the option to disable your antivirus program

Disclaimer: If you have Windows 10, you’ll get the latest antivirus protection with Windows Defender. When you start up Windows 10 for the first time, Windows Defender is on and actively helping to protect your PC by scanning for malware (malicious software), viruses, and security threats. Windows Defender uses real-time protection to scan everything you download or run on your PC. Windows Update downloads updates for Windows Defender automatically to help keep your PC safe and protect it from threats.

Method 2: Test the issue in clean boot mode.

****I recommend you to follow the article How to perform a clean boot in Windows, and check if that work.

Disclaimer: A ‘clean boot’ starts Windows with a minimal set of drivers and startup programs, so that you can determine whether a background program is interfering with your game or program.

Your computer may temporarily lose some functionality while in a clean boot environment, however, that functionality will return when you reset the computer to start normally after you have finished your troubleshooting.

I also recommend you to follow this article Windows 10 Media Creation Tool Error 0x80070002-0x20016, and check if that help.

Disclaimer: The registry is a database in Windows that contains important information about system hardware, installed programs and settings, and profiles of each of the user accounts on the computer. Windows often reads and updates the information in the registry.

Normally, software programs make registry changes automatically. You should not make unnecessary changes to the registry. Changing registry files incorrectly can cause Windows to stop working or make Windows report the wrong information.

Please let us know the status once you have tried these steps, and if you need further assistance, we will be here to help you.

Regards,
