Is it okay to remove older versions of the Vulkan Runtime Libraries? I have versions 1.0.33.0 and 1.0.65.1 installed on my computer - is it alright to remove the older version from 11/2017?

The Vulkan Runtime Libraries are installed by your graphics card manufacturer to help run your graphics applications. There's nothing wrong with leaving it as it is, and in fact removing older versions may cause problems as older apps may rely on the previous versions.
If the older versions are no longer needed, periodic updates will often remove them, so you won't need to be concerned with cleaning it up.
