Error Code 800F0217 | Cannot install Windows Update!

I'm trying to install the Microsoft - Other hardware - MTP Device its 8.6Mb in size.

All other updates were successful.

It says it's an important update. The date today is Jan. 15, 2019.

I tried entering safe mode with command prompt. Tried to stop windows update service to delete cache manually. Couldn't get that far because the command prompt said: "The service is not running".

So Idk what to do. I was hoping if someone would help out or elaborate further. It seemed to slow my computer trying to. I'll fix that later.

Any help would be greatly appreciated.

    What's the KB number?

    If it is 3rd party hardware update you get the drivers for that from the hardware manufacturer, not through Windows update.
