Control panel power options missing

If I go into the power plans menu in control panel and create a power plan, I can only make it off the balanced plan, and it's missing a few advanced options.

    Please run Power troubleshooter from Settings app > Update & security > Troubleshoot. See if it helps you.

    Did you click on Change plan settings?

    What are these advanced settings you are looking for?

    Under the Turn off the display and Put the computer to sleep there is "Change advanced power settings",  click on it and see all kinds of things.
