Underclocking processor

Hiiiii....i have upgrade my pc from windows 1803 to 1809 but now my processor get underclocked from 2.5Ghz to 1.1Ghz..

When i boot my pc to safe mode then it run normally with its full clock speed but in normal mode it get underclock again.

So guys please help me to fix this

    No there is no updates available...

    But it run well when i boot into safe mode

    Just a quick question before I get to my answer. Could you please tell me if your PC is a desktop or a laptop?

    It's normal for modern processors to run at lower powered states until they are in use. This is to save energy and extend the life of the component.

    You may be able to offset this by heading to Power & Sleep Settings>> Additional Options>>>Change Plan Settings>>Processor Power State>>>Minimum Processor State

    Set that last option to 100%

    Please let me know if this works.

    Go to Power Options

    Is your PC set to run on the Balanced Power Plan and is there any other Power Plans available?

    What model of Processor do you have on your PC?

    If you perform a processor intensive task, like video encoding, gaming . . . etc. does the speed of your processor increase automatically, or does it stay at 1.1 Ghz?

    Press Windows key + X

    Click Device Manager

    Expand processors

    Right click your processor

    Click Update driver software

    This will launch the update driver software wizard, which presents two options, click.

    Search automatically for updated driver software - its possible Windows might have the driver software if you have not checked it yet, if its taking too long, then the next option is usually best. 
    

    Click Next and wait while the wizard completes the installation.

    If that does not work,

    Press Windows key + X

    Click Device Manager

    Expand processors

    Right click your processor

    Click uninstall

    Exit Device Manager then restart.

    I'm Stefano an Independent Advisor, here to help you.

    Please try this procedure:

    1. Press WINDOWS + X
    2. Click on "Device Manager"
    3. Click on "Processors" (or CPUs)
    4. Right click on your CPU
    5. Click on "Uninstall device"
    6. Click on "Detects Hardware change" (monitor icon)
    7. Reboot your device

    If that doesn't work, please check if there are BIOS update available on your motherboard manufacturer site and if there are download and install them.
