How to add an exception to Windows Defender

I'm trying to run a program and the tester said: 

" ... Windows includes Windows Firewall.  If Windows Firewall is enabled (which is the default), an exception must be added to un-block EchoLink and allow it to access the Internet."

How can I add an 'exception'?

    1. Go to Start > Settings > Update & Security > Windows Security > Virus & threat protection.
    2. Under Virus & threat protection settings, select Manage settings, and then under Exclusions, select Add or remove exclusions.

    Hi Alpphonse, I'm Graeme, an independent adviser here to help.

    Here are the steps to add an exception to Windows Security:

    • Go to Start > Settings > Update & Security > Windows Security > Virus & threat protection.
    • Under Virus & threat protection settings, select Manage settings, and then under Exclusions, select Add or remove exclusions.
    • Select Add an exclusion, and then select from files, folders, file types, or process. The exclusion will apply to subfolders within a folder as well.

    Under Virus & threat protection I don't have a "Manage Settings" option.

    There isn't a "Manage settings" under "Virus & threat protection" settings. That's why I'm wrapped around the axle.

    What version of Windows 10 do you have installed and what update?

    Go to Start> Settings> System> About
