Cannot use camera and microphone because “settings are managed by your organisation”

I cannot use camera and microphone because the system states that "Some settings are hidden or managed by your organisation".  It is my home computer and it is not part of any ‘organisation’.

    Hi Jayne, my name is Martin and I'm an Independent Advisor. I'll try to help you here.

    I have a few solutions for you:

    1. Go to Start to open Group Policy Editor, type in gpedit.msc and click on Enter
    2. Go to User Configuration\Administrative Templates\Start Menu and Taskbar\Notifications and double-click “Turn off toast notifications”
    3. Choose Disabled, click on Apply then ok
    4. Restart your computer.

    Alternatively try changing the Privacy settings. Follow the steps mentioned below:

    1. Press Windows + I keys
    2. Tap on Privacy
    3. Tap on Diagnostics & feedback
    4. Click on Full, which is on Under Diagnostic data
    5. Restart your computer
