Several Windows 10 PCs hang at restart

We are unsure if this happened after an update push or not; however, many of the computers in our organization now "hang" when shutting down, restarting, or get stuck on the "Please Wait" screen.

I found that if I cold boot the PC, remove the network cable, and start it without the network it will come up and the user can work after reconnecting the network. However, if they restart again it will hang.

These are all Lenovo computers with Windows 10.

    Hi,
    Before the issue happened, did you install any updates?
    Did the issue occur before?
    What is your version of Windows 10?

    Firstly, try to boot into safe mode:

    Then check the integrity of the system

    1. Run Built-in & Guided Walk through Windows Update troubleshooter
      Built-in : Windows Key+I > Click Update & security > Click Troubleshoot > Click Windows Update > Click Run the Troubleshooter
    2. Make sure that your Windows installation is rightly set up and optimized. Take all recommended steps below:

    I shall suggest you to go through the Event Viewer application error logs created immediately after the hang.

    Update all your drivers and check the same in Clean Boot State.

    I had tried all of those options and nothing seemed to help. For some reason, if I start a few of the network services that weren't starting automatically, they stopped getting stuck while starting/restarting. I'm sure an update caused this, but not sure which one since all of the event logs are different for each PC. We seem to have it under control now with that fix.
