win 10 Systemsettings.exe will not function

the above plus I have a few apps like Edge that is sitting is suspend mode

First .. i can open settings ,, I just can not change anything

I have created a 2nd acct.. everything is the same there.. so what do I do now

    I recommend an in-place upgrade repair.

    To repair Windows without losing any data then follow the instruction here:

    This will also upgrade you to the latest version of Windows - currently 1903.

    In a nutshell you just download the tool & choose to upgrade now.

    Thank you but I am not comfortable with doing it from a site that is not MS.  I am having enough issues

    I recommend using SFC

    Press the Start key and type the word CMD, right click on the command prompt and select Run as administrator, enter the following commands one by one followed by the Enter key:

    •- DISM.exe /Online /Cleanup-image /Scanhealth

    •- DISM.exe /Online /Cleanup-image /Restorehealth

    •- DISM.exe /online /cleanup-image /startcomponentcleanup

    •- sfc /scannow
