Random programs will not open in Windows 10

I have a situation where a lot of my programs will not open, or rather, they open in the background and use resources, but will not launch. This doesn't happen with all programs, but I've noticed it happening with Logitech Web Cam software, Telegram, and Star Wars Battlefront (the original, not the new one). Most irritatingly, however, Dropbox will not start or sync.

I did manage to get it working again after using the information provided by another forum (link here), but it was a temporary solution -- it stopped working again the very next time I booted up my machine and hasn't worked again since.

This is not a compatibility issue, as I've run the troubleshooter multiple times, the Windows 10 troubleshooter doesn't seem to fix anything, and I REALLY, REALLY DO NOT WANT TO HAVE TO REINSTALL WINDOWS and have to download nearly a terabyte of programs over my crummy DSL connection.

    I discovered this morning that Windows never updated to v1809, and doesn't seem to want to update from v1803. I had to download the update tool which is currently downloading the Windows 10 ISO. This will take some time with my DSL connection (rural = slow). If this doesn't work, I will see about your solution.

    If you can log into Windows:

    To repair Windows without losing any data then you can try an in place upgrade repair:

    This will also upgrade you to the latest version of Windows - currently 1809.

    1. I would recommend that you perform a Windows 10 repair upgrade. Repair upgrade fixes all Windows errors and retains all files, applications and settings. (You will not lose any data while backup is a good idea) Below is a good guide to perform repair upgrade
