Windows 10 setup error - "There was a problem running preinstall.cmd scripts."

Hello All,

We are in a domain network. We have Windows 10 installed with 1803 (OS Build 17134.590). We are trying to install 1809 in all machines. So far now we have 4 computers that are having this error. (Error code - 0xc19001e2)

We are trying to install 1809 by using this link https://www.microsoft.com/en-us/software-download/windows10 with an administrative account.

We tried below steps to resolve this error.

--> Download ISO and manual install the updates using this link https://answers.microsoft.com/en-us/windows/forum/windows_10-windows_install/windows-10-manual-upgrade-installation/8cb20cea-4d1c-4c1e-996c-b248493d10e8?tm=1438499976622

--> FIX windows corruption error with DISM and SFC Tools

CMD Command - Dism.exe /Online /Cleanup-Image /Restorehealth

CMD Command - sfc /scannow

--> Ran Windows Update Troubleshooter

Please see attached error message screenshot.

Any help would be appreciated.

    Found Solution!

    We are using Dell Optiplex 3060. Which has a pre-installed operating system (Windows 10) with Dell Digital Library, Dell Encryption Management, and some other Dell apps.

    Dell Encryption Management service causing the issue. It doesn't allow to install the script.

    For those who are not using any of the Dell services can uninstall Dell Encryption Management service and Dell Digital Library service.

    After deleting these apps we are now able to install 1809.

    For those who are using Dell services, they have to approach Dell. It's a known issue for them and they are working on it.

    try to  insist the users  to do the following

    type  below  commands one by one  in cmd, then press enter

    Sfc.exe /Scannow

    Dism.exe /Online /Cleanup-Image /StartComponentCleanup /Resetbase /Defer

    cls

    Dism.exe /Online /Cleanup-Image /RestoreHealth

    restart the windows .

    afterwards   start the update  again

    I have the same issue.

    We have tried all the steps listed above with no solution.

    Due to the fact it is affecting multiple machines I am hesitant to rebuild these computers due to time constraints.
