I think the problem could be related to your touchscreen driver. Please check on your manufacture's site if there are drivers available, and if there are, please install them.
If there aren't, please follow this procedure:
- Press WINDOWS + X
- Click on "Device Manager"
- Click on "Touchscreen" (if you doesn't find this element, please search under HID device)
- Right click on your touchscreen
- Click on "Uninstall device"
- Click on "Detects Hardware change" (monitor icon)
