Windows Defender SmartScreen cpu usage

My computer has been running slow and I noticed that Windows Defender SmartScreen is using 45-55% of my cpu capacity.  I have Windows 10 and Norton anti-virus on the computer.  I looked in the forums and it sounds like this should be off when running another anti-virus program.  Should happen automatically according to one thread, but it is definitely running.  Went into Security & Maintenance where it shows to turn it off manually, but the “Change Windows SmartScreen settings” option is not on the left side to click.  Using “End task” in Task Manager but it keeps coming back.  Do I need this when I have Norton installed?  If not, where can I turn it off?

    Hi Ronald

My name is Andre Da Costa; an Independent Consultant, Windows Insider MVP and Windows & Devices for IT MVP. I'm here to help you with your problem.

Smart Screen filter is an important feature that scans and checks the integrity of files you download through the web browser. So, you should ensure it is kept on even if you are running a third party Antivirus. Norton only scans for viruses.

Which version of Windows 10 is currently installed? See how to verify:

If you want to disable temporarily to monitor the system performance after, do the following:

    Launch Windows Defender Security Center

    Open App & browser control

Set 'SmartScreen' to Warn or Off

Do the same for the Microsoft Store apps.

It says I have version 1809 (OS Build 17763.437).  Should the SmartScreen program be 50% of my cpu capacity?  Seems high for a background program that is running constantly.

Is this the information you require:

    Basic details - https://www.tenforums.com/tutorials/5593-change-windows-smartscreen-settings-windows-10-a.html

    <start> <settings> <update & security> on the left <windows security> then <App and Browser Control>

You should be able to turn it off there IF you decide you want it off.

Thanks!  I will take a look at this?  Do I really need it with Norton.  Saw a post that said it should shut off automatically if you are running another anti-virus.  Also, does it seem right that it is using up 50% of my cpu capacity?
