Why does Microsoft mix Azure CLI and Powershell for online learning paths?

After watching Summit 2021 content for the first time I did this years challenge and then read through most of the AZ-104 (Microsoft Azure Administrator) learning path.

As far as I understand it every single Azure CLI command can be implemented with Azure Powershell. Why does Microsoft mix both, sometimes even for the same task (for example creating VMs)

It was so confusing to me.

Is it a good idea if I just look up the Powershell equivalent whenever I see a Azure CLI command?

My goal ist to be able to write more complex scripts later, preferably only with one of both toolsets. What would you recommend and why?
