Windows 7 internet connection problems using iPhone 7+ Personal Hot after IOS 13 update installed

Question

Immediately after installing IOS 13 on my iPhone 7+, my PC with Windows 7 could connect to some websites but not others.  After extensive assistance from two Technical Support reps (Apple and my cell service provider), the problem was not resolved.  The Apple rep speculated that the new update may not be compatible with Windows 7 since it will no longer be supported after the end of this year.  Perhaps the release of IOS 13.1 will fix this problem in a few days.

Has anyone else had this problem and been able to resolve it?  If you have resolved the problem, an explanation of how you did so will be greatly appreciated.

That sounds much more like your cell service provider is blocking certain websites.  Can you access those websites using Safari on your iPhone itself?

Depuis la mise a jour vers ios 13 la connexion internet via le partage de connexion de mon iphone vers mes pc win 7 32 et 64 bits ne fonctionne plus, mais fonctionne toujours avec mon mac. Ca marchait tres bien avec ios 12. Comment regler le probleme ?

Thank you for your reply.  It reminded me that I should have mentioned that I can access any website using my Jetpack from the same cell service provider.  Yes, I can access these websites using Safari on the iPhone.  It is also interesting that I can access any website on our laptop which uses Windows 10 connected to the same iPhone's Personal Hotspot.  

I will read the link you sent and follow the recommended solutions.
