Error Code 0x80070032 During Win 10 Upgrade

I am using Windows 10 Upgrade Assistant to upgrade to Version 1903 and I am getting an Error Code 0X80070032.  I am currently not using a PIN for logging into my laptop and I do not have any peripherals connected to my laptop, other than a mouse.  I have also disabled Norton Security Suite.  Additionally, I ran Update & Security Troubleshoot and "fixed" any identified problems.  No luck.  Any suggestions?

    Thank you for the suggestions.  Unfortunately, neither worked.  I had previously tried portions of your recommendations in the past and it did not work.  I tried yours step-by-step and both aborted at about the same place 58% into Installing Windows...

    Hello,

    My name is Jennifer, an independent advisor trying to help.

    Disconnect from the internet and restart your pc perform the following steps:

    Open Start, type: CMD

    Right click CMD

    Click Run as administrator

    Type each of the following then hit Enter

    taskkill /f /fi "SERVICES eq wuauserv" (Do this multiple times)

    net stop cryptSvc

    net stop bits

    net stop msiserver

    ren C:\Windows\SoftwareDistribution SoftwareDistribution.old

    rmdir C:\Windows\SoftwareDistribution\DataStore

    rmdir C:\Windows\SoftwareDistribution\Download

    When complete, hit Enter, then restart, then try updating again.

    If that does not work..

    1. Open Start, type: CMD

    Right click CMD

    Click Run as administrator

    Type each of the following then hit Enter

    Run these codes:

    Net Stop bits

    Net Stop wuauserv

    Net Stop appidsvc

    Net Stop cryptsvc

    Ren %systemroot%\SoftwareDistribution SoftwareDistribution.bak

    Ren %systemroot%\system32\catroot2 catroot2.bak

    Net Start bits

    Net Start wuauserv

    Net Start appidsvc

    Net Start cryptsvc

    After running these commands, check if your issue is fixed.
