Azure Data factory connect to Databricks

Is it possible to use selfhosted IR to connect to databricks ? And how to setup ?

and is it possible to block the access from internet to the databricks workspace URL ?

ADB is Azure service so you should ideally connect with Azure IR only.

You can take a look at below document where it says we can enable IP level security. Databricks will be accessible only from allowed IP addresses.
