PostgreSQL Private Endpoint - Resource Not Supported

I'm having issues creating a private endpoint to my postgreSQL service. I created a basic Azure Database for PostgreSQL Server instance and spun up a test vm. I enabled the Allow access to Azure services option in connection security.

When I go to create the private endpoint to connect the VM to the posgreSQL service, I get a resource not supported error and can't continue. Not sure what I am doing wrong here - do I need to also make a firewall rule under Connection Security?

    @Michael Smith - Just for confirmation can you confirm the db is not of basic pricing tier as private link is not available for this tier as mentioned here.
