Download language pack file for Windows 10 20H2 if you have basic visual studio subscription

I have a basic Visual Studio subscription; I need the language pack file for Windows 10 20H2, how would I get this? (It seems crazy that you can't download a language pack for an OS that you are licensed for?)

Is this the only way you can get hold of the language packs?
