Hello All,
I am migrating from 2013 to 2016 exchange , all preparations done, mx proxy enabled as well, and want to migrate test batch one user.
I am getting failed with this error:
Error: ExternallySuspendedException: Email migration failed for this user because the subscription was suspended externally to the Migration Service.
But I can see all data transferred and in log there are no errors.
Can you help me with this. Thanks in advance.

Is your Exchange 2013 Cumulative Update 10 or later?
Did you try running mailbox repair?
Confirm MRS is enabled on the servers:
Get-WebServicesVirtualDirectory | fl server, MRSProxyEnabled

Its CU 23, and I found the problem, this error happens only if you use EAC migration.
Via PowerShell all is good. MRS is enabled. Thanks for reply.

Have you migrated all mailboxes? Any issues?
