Windows Update missing in services.msc for Windows 7

So I need to install BI Publisher on my windows 7 but it requires internet explorer 9 or above. I tried installing explorer 11 by downloading from Microsoft but it didn't work so I checked the updates but it showed an error that windows updates currently cannot check for updates because it is missing from services. When I looked in the services.msc I couldn't find windows update.

I did many different things with the cmd and tried Easyfix but I found out that it no longer works. I really need to fix this and any help would be much appreciated. Also I am kind of a layman when it comes to technical stuff so some detail would be helpful

    Please answer as many of these questions as you can.  Maybe I can advise you.

    1. Laptop or Desktop
    2. Age of computer
    3. make/model
    4. Operating system installed (e.g. Windows 7)
    5. 32 or 64 bit? (Right-click on Computer, choose Properties)
    6. Service Pack 1 (SP1) installed? Same place as 5 above.
    7. Capacity of disk drive, how much is in use?  Pie chart shown in Computer
    8. Model number of hard drive (click Disk in Device Manager)
    9. If Windows has ever been re-installed since it was new, when was that?
    10. Age of hard drive if not the original
    11. How much memory is installed? (Right-click on Computer, choose Properties)
    12. Please list ALL installed programs.....
    13. What security software is installed?
