Blank Windows Spotlight?

The "Windows Spotlight" background feature that changes itself by day, which was working perfectly fine for me a few days ago, now shows this: 

Other options work just fine.

Is my "Windows Spotlight" stopped working? I don't know if this happens on other PCs, since it is internet based.

[UPDATE] I forgot to mention that I got this... maybe an hour or two, after this event happened in my Kaspersky:

This "malware" thing is a messaging application's screen snip plugin, which does no harm to the system. I have no idea right now but that could be what damaged Windows Spotlight.

You know how powerful Kaspersky is when it is able to even "dig" such small utilities from a ".wim" image in an ISO that it considers as "not-a-virus:..."

    Hi uEFImaster

    Go into the Settings App - Personalisation - LockScreen

    Set Background to picture and choose one

    Then open Windows File Explorer and paste each of these into the Address Bar

    Delete everything in each folder

    %USERPROFILE%/AppData\Local\Packages\Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy\LocalState\Assets

    %USERPROFILE%/AppData\Local\Packages\Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy\Settings

    Then right click your Start Button, choose Powershell (admin)

    Run (copy and Paste) this command and hit Enter

    Get-AppxPackage -allusers *ContentDeliveryManager* | foreach {Add-AppxPackage "$($_.InstallLocation)\appxmanifest.xml" -DisableDevelopmentMode -register }

    Restart (not shut down) your PC

    Go into the Settings App - Personalisation - LockScreen

    Set Background to Windows Spotlight
