Why do scripted steps in Recovery Plans rely on the location of the RG instead of location of the automation account and runbooks?

If you have a Resource Group in the source region and that RG contains an automation account and runbooks in another region.
Then you can't use that automation account and runbooks in an ASR recovery plan. The check fails because the region of the RG is used, instead of region of the AA and Runbooks.
Is there any good reason for that?
