We had a longstanding problem with this but recently sent our Lenovo AIO computer for a repair (replacement motherboard). It has worked fine since we had it returned until the Windows update last night 20 March 2021 at which point it resume phantom touch or bubbles on our screen. This can eventually be turned off via Device Manager HID Touch Screen - disable but I do not want it to reoccur every time we turn the computer off or have an update.

Try visit the Lenovo support website and download and install the latest driver (if any):
    https://support.lenovo.com/us/en/
You may open start and open the Feedback Hub app and report this issue, so Windows team would be able to investigate it.

You could contact Lenovo for support, it should have a way to disable phantom touch in BIOS, then touch screen function will be disabled completely.
Besides, if this situation only occurred after install the latest Windows KB, you could uninstall recent update from control panel and pause update. Wait for later update.
