A page dropping down

When I pull up a page in internet explorer a flash happens like a page just minimized.  Is that something with Windows or my computer? How do I know what it is?

    Can you tell me if only that problem happens when you only open an Internet browser, can you tell me if it is more like a blink or a flash, there is a problem with Windows 10 in which when you open Internet Explorer 11 pages they flash

    This incident may occur due to website display compatibility errors or the presence of damaged or corrupt system files. Initially, verify that both Internet Explorer and your computer are complete with updates. In addition to this, perform the suggested steps in the following link:

    You can intend the following:

    Press the Windows + R keys - type temp

    Delete all files

    Press the Windows + R keys - type% temp%

    Delete all files

    Press the Windows + R keys - type prefetch

    Delete all files

    Then, press Windows + X / Control panel / internet options / advanced / reset advanced settings

    Then, press Windows + X / Control panel / internet options / advanced / reset / delete profile.

    And then open the browser, try and then restart.

    I tried the steps you told me, as I was pulling up the pages, a page flickered down. I ran the anti virus program which is through my internet provider.  I just got this computer for Christmas brand new from the box.  I don't know what to do.

    Sometimes when a page is opened they have Trojans, antivirus programs do not fully comply with their work. You can open a page in the background of the browser and it comes out as if it were minimized and hidden. It can also be a malfunction of IE, we can try to repair or reinstall intener explorer first, restart the computer and see if the same problem occurs.

    We can run the problem solver and have your computer scanned with the antivirus you have, check your browser settings

    You can tell me from when you present this problem and if you have recently downloaded software from any page through IE
