Issue Installing Windows Admin Center on Docker Image mcr.microsoft.com/windows/servercore:ltsc2019

I am having an issue while trying to install Windows Admin Center on a Docker container.

Docker Image: mcr.microsoft.com/windows/servercore:ltsc2019

Docker OS Version: 10.0.17763.805

I believe the problem to be centered around the firewall not being enable or available on the windows server core image.

error code: 1603

Command Line: WindowsAdminCenter1910.msi /qn /L*v! log.txt SME_PORT=8080 SSL_CERTIFICATE_OPTION=generate

Failing action: "CreateFirewallRule"

The failing action is the last action that is attempted before the installation fails.

How can I exempt the installation from trying to create a firewall rule?
