Because of some reason, I need to change the default system UI language. Is there any way to change the language to what I want? Many thx!

It depends on the edition of Windows 10 installed on your system . . .
Open the Settings App (gear icon on your Start Menu)
Go to System - About
What is the exact Edition of Windows 10 reported on that page, is that Home, Home Single Language, Pro . . etc.?
