Windows 10 - Domain bound - Time Zone randomly changes

We have a specific group of domain bound computers with authenticated users that are randomly changing their Time Zone from Central Daylight Time to Eastern time (as displayed in Time/Date settings and the clock is advanced by an hour).

It has been confirmed that there are no Group Policy objects set to specify a time zone to a group of users.

We've also verified that our public IP addresses Geo-locate to our site in Milwaukee WI, quite accurately.  We do have an office in New York, but no services or systems out of that office are providing time configurations.  We're currently working on Root Cause Analysis, but the event logs aren't giving us much information.

I've written and deployed a script to a handful of effected systems to enable W32tm debugging; we're waiting for some data-points to make their way back to us.  We have considered the possibility of a wireless access point being misconfigured, but we've had several systems connected to the same WAP, that do not change their time... to the point that we had two computers from the same specific group that are both effected, sitting next to each other and connected to the same WAP; one was CDT, the other was EST.

I'm just curious if this has been experienced out in the wild by other IT folks.  If there are any ideas as to what can be causing this, I'm more than happy to hear any ideas.

    Hi Jones,

it is more effective to ask such questions at TechNet forum https://social.technet.microsoft.com/Forums/en-...

It is oriented to admins and corporate users, and this forum - to home users who do not use domains.

Is there a separate accessed server there?  If so could it be the one that needs changing?

I don't think so, there isn't much overlap in AD OUs or network segments and the symptoms are quite localized.  When I say localized, I mean there will be a user on the 10th floor whose time zone changes while sitting at their desk, if they go to the 9th or 11th floor, its Central time.  When they go back to the 10th, and open the lid of their laptop, the time zone and clock will shift to Eastern time.

Can this have been done by a user that is talking to other users in the other time zone?
