Windows Security Window not showing

Hello!

I updated Windows 10 Home Version    10.0.18362 Build 18362 other places in the computer says Version 1903 which I did upgrade

I don't know when this problem happened but it is sometime after I upgraded to Version 1903 (After 9/2/2019). The Windows Security window does not open or any part dealing with Windows Security even though it does launch and shows-up in the Taskbar and it's thumbnail. I cannot scan any particular folder or launch a scan because the window does not appear on the desktop. I only see Windows Security running in taskbar and it's thumbnail. Clicking on thumbnail does not launch the window and I cannot launch it from the Control Panel either

I looked at Group Policies and the settings are OK (with a zero- for activation). Rebooting and further upgrades of Windows Security definitions doesn't solve the problem even thought  the definitions are upgraded. I did  a System Check with System File Checker tool (SFC.exe) and

DISM.exe /Online /Cleanup-image /Restorehealth a couple of times but it does not solve the problem. Everything else is running just fine.

**I DO NOT HAVE ANY OTHER ANTI-VIRUS PROGRAM INSTALLED. I ONLY USE Windows Security-Windows Defender.**Never had any viruses and there are none present  (I scanned with HouseCall online free virus scan)

    If nothing else helps you can run a Repair Install by installing the Media Creation Tool and choosing from it to Upgrade Now. This reinstalls Windows in about an hour while saving your files, apps and most settings, solves many problems while also bringing it up to the latest version 1903 which you need anyway and by the most stable method. http://windows.microsoft.com/en-us/windows-10/m....
