The best method to resolve that issue, is to reinstall your video card device driver, the Vulcan runtime is part of that installation, so re-installing should resolve the error . .

If you right click on start menu, then chose Apps and features, Do you see the Vulkan runtime libraries installed there?
If not, Please reinstall them manually under this link:

After that, repair the installation of Microsoft C++ or reinstall the last version under this link as well:
