So, for some reason, my Windows Store is mixing 3 (!) languages. English, Dutch and French. I have my preferred language for Windows set to English, but my region is set to Belgium. I cannot seem to override the language settings for the store in any way, I've tried a lot of the solutions given here already.
I have English set as my only language for Windows and have "Match Windows display language" on for my apps.
Here is how it looks, you can see the top is in French, while the page itself is a mix of English and Dutch.

The only language I have is English (Belgium) I've now added English (United Kingdom) and English (United States) and put those at the top, but the page is still mixing 3 languages after refreshing
I have to say that languages and regional localization has been a mess in Windows long before Windows 10 came along, and Windows 10 with its new app store and new class of apps only added to the bloat of different language and region settings, including those found in the old Control Panel.
The Microsoft Store app is more complicated than other apps because it has to handle regional things like currency, and payment processing needs to be displayed in the language for that region, which may not match the language of the interface. The same goes for campaign texts. As campaigns are very much region dependent, you will see different campaigns depending on what geographical location you tell Windows that you are in.
This screenshot is a good example of this.
