Sorry I need to ask several questions to get some more information:
- Does the problem occur only on external clients(not domain-joined) ?
- If you run a Get-OfflineAddressBook | Update-OfflineAddressbook command via EMS on your Exchange server, will it return any error messages?
- What's the size of the folder "394ecdf7-cfd3-404d-b88f-5abc5d4436e5"?
And would you post a screenshot or in text of the event ID 17004? Since the main post didn't contain the detailed error message.

As a workaround, I suppose that you may also create a new offline address book and apply it to the databases, see if it works fine.
Please run the following commands via EMS:
New-OfflineAddressBook -Name "newOAB" -AddressLists "\Default Global Address List" -VirtualDirectories $Null -GlobalWebDistributionEnabled $True
Set-MailboxDatabase -Identity <database_name> -OfflineAddressBook "newOAB"
