I know several Enterprise Application Development Services (https://thinkpalm.com/services/enterprise-application-services/) providers who develop enterprise applications, but I'm looking for a low code framework that can help me develop an enterprise application with few resources for a large organization

It appears that there are some third party organizations that offer services like this.

Fathym is "a low-code framework that aims to enable the creation of Azure-based data-driven applications. Fathym also provides support for application orchestration and automated infrastructure management." That sounds like it may be what you are looking for, though since it is a third party service and I haven't worked it it, I can't attest to it one way or the other.

Our forums don't offer support for third party services and tools, but if you want to build the apps independently there are also a lot of existing Azure samples and templates you could use.
