What is the best way to manage multiple tenants and Managed Google Play?

I'm curious about the best way to handle multiple tenants that require Android device management from Intune. From what I understand, it is a 1:1 relationship between a Google Business account and a tenant to link up for Managed Google Play (whereas with Apple enrollment, it requires a certificate from an account that can manage multiple certificates under a single account). If I create a Google account for every tenant I set this up for, I have to link a phone number to each account and Google only lets you link a single phone number only so many times before it doesn't allow you to use the same phone number anymore. If I have enough tenants that I run into this problem, is there an alternate way I should be going about this? Does Google Workspace let you link multiple customer environments through its service that you could link to Intune with only the one account? How are other people doing this in environments like an MSP where you may have multiple customer tenants who all need Android device management?

    @James Ockerman Thanks for posting in our Q&A.

    For google, it just provide a account to connect a tenant. As for whether Google limits how many accounts you can create for a phone number, this is based on Google policy.

    From view of intune, intune just verify the Google account. Currently, when we tie up Google account, it's a tenant to a Google account.
