blocking quickbooks for local users on server 2016

Hi i am new to windows server, we just bought one. i setup many local users, but i only want to allow some of them to access quickbooks while other should not be able to even see that program. during install, it did NOT ask me to install for all users or just some. how do i block quickbooks from certain users. also i need to make sure that all users will have their own documents when they each sign in to their own local account, is this automatic?     i will be using quickbooks in RDS envirenment, but each user will have their own RDS and only some should have access to quickbooks, the rest will all have access to the sales software

    thank you. how about if they will install another remote software like splashtop for business? can we block quickbooks NOT via remote desktop? we have 1 sales rep who works remotely and uses splashtop
