Can't open any program as administrator

I am trying to run cmd, powershell, etc as administrator, but showing error "The specified service does not exist as an installed service.".

I also can't intall any applications. 

What should I do now?

Following error at the time of starting windows.

Windows for home | Windows 10 | Settings

Hi ChiragDalbanjan,

You can perform System Restore on your computer to go back to an earlier point in time.

    Hi ChiragDalbanjan,

    My name is Jen a fellow windows customer like you.

    Boot your computer in SafeMode to check if everything is working fine there.

    To boot to SafeMode:

    -Press the Windows key. Click the power icon. Hold Shift then restart.

    -Keep holding down Shift until you get a blue screen that says Choose an option.

    -Troubleshoot

    -Advanced Options

    • Startup Setting

    -Restart

    -Press 5 or F5 on your keyboard to select SafeMode with Networking

    -Log in and you will be in SafeMode

    If you are able to open CMD as Admin, run SFC SCAN

    • Here's the command sfc /scannow to repair corrupted system files.

    You can also check Services

    Check if any service is stopped or disabled. If you find any service stopped or disabled you have to start or enable and check if the issue persists.

    -Press Windows Button + R

    -Type msconfig

    -Then click the Services Tab

    I tried to create user in Safe and General both mode,

    But in General mode there are showing error,

    and in safe mode in setting-->accounts section, out of all option only "Your info" and "Other users" section is opens.

    while in other sections there are just loading and loading. Can't see any options rather than blank screen.

    in "other users" I can login to another accounts using another users's email ID. which I have'nt.

    In short can't create another user.

    Please direct me for another possible steps.

    Thanks for your solution.

    I've logged in safe mode. In safe mode I am able to run cmd as administrator. I opened cmd as administrator and run sfc /scannow. 

    and also checked services using msconfig. All services are enabled.

    Now next what should I do?
