UAC error ?

I'm trying to execute a file containing software for my motherboard (Gigabyte), which I badly need, and I get a RED error from UAC stating this:

"This app was blocked for your protection, an Administrator has blocked you from running this application, for more information contact the Admin".

File origin: CD/DVD Drive

Program Location: "D:\Run.exe"

I'm the ADMIN!...

I tried many suggestions, including running DISM, sfc/ scannow, etc., nothing worked!

Any help will be greatly appreciated.

    Hey Paul, system all screwed up, ended reloading win10 all over. Finally back to normal, tried to read that software dvd again, as I really need it, but same error from uac, so started following your last instructions, (win 10 fresh with new files, right?)...wrong!...the first two didn't work, but on #3, finally read the dvd, only to give me another surprise, this time, got new error saying "This Driver can't release to failure !!...but when I clicked OK, dvd kept reading the files, so I kept hitting ok every time the error popped up, and dvd kept going!...finally it began loading all motherboard drivers, tools, BIOS, etc, and the error kept popping up, and I kept hitting ok, until all was done, so I rebooted and try executing some of the tools, only to get the original red error back on each one of them !, nothing could really be executed!, so I'm back to the beginning. By then it was too late, so I went to bed. it's beyond me what's going on with this, so if you're out of ideas, thanks very much, really appreciate the effort and willingness to help!

    Hi eltury20,

    Got it, I'm sorry to hear that. Now, if that's the case, then kindly follow the steps below.

    Try to right-click on that Run.exe file > select Properties > in General tab, uncheck "Unblock" at the bottom. If you don't see this checkbox, then proceed to the steps below.

    1. Go to Start > search for the word "smartscreen" > click on "App & browser control" & it should open the Windows Security window > under "Check apps and files", select "Off" to turn it off. Check if the issue persists.
    2. If it persists, on the same Windows Security window, go to "Virus & threat protection" on the left pane > click "Manage settings" > scroll down & under "Controlled folder access", click "Manage Controlled folder access" > click "Allow app through Controlled folder access" > click "+ Add an allowed app" button > select "Browse all apps" > navigate to "D:\Run.exe" > click Open.

    Then, click the back arrow button (←) of Windows Security window two times > then, scroll down & under "Exclusions", click "Add or remove exclusions" > click "+Add an exclusion" button > select "Folder" > navigate to "D:\Run.exe" > click Open. Reboot your PC, once done.

    1. If it persists, press the CTRL+SHIFT+ESC keys together >click File menu > click "Run new task" > type cmd & tick the checkbox "Create this task with administrative privileges" > click OK > type the command below.

    D:\Run.exe

    1. If it persists, then it's time to turn off your UAC by following either of the options in the link below.

    Hey Paul, first of all, thanks for replying so quickly !

    I tried your suggestions as you described, step-by-step, by creating local user, changing it to Admin, restarting and logging under new account, copying all files from old-user, restarting again, pasting to new user after logging in as "him", then tried loading the DVD in question, but no luck, I got the same blocking error from UAC again. Any more ideas?...again, thanks !
