I'm having problems with downloading particular stuffs like games and applications. The problem is, whenever I download a file, it says that it is using more than 4- 10mbps of speed when it only downloads (from the browser) a speed of 900kbps to 1.6mbps. I'm careful about what I do on the Internet since I'm using a metered connection, a data plan. It's like this for every app I use, no problem on the surfing the web or anything. It just uses too much speed.

Just to add, I searched some and disabled the BITS and the annoying Service: Delivery Optimization thing. Is that a bad thing? thankssss
Saying "Task Manager uses too much network speed" is equivalent to saying "my mirror shows that I have a squint". The Task Manager merely shows you what is going on. Your challenge is to find out what really causes your network traffic, e.g. virus scanner updates., automatic Windows updates etc. Not an easy task!

Task manager is local tool and do not need network.
How did you determine the network speed is used by Task manager?
Detailed report of network usage you may find at Network tab of built-in resmon tool.
