When you run the anti-malware scan on your computer does it detect any malware infection on your computer?
Let's try to perform clean boot in your computer to check if the issue is caused by a 3rd party application installed on your computer.

If the issue still persist, please try to create a new user profile on your computer as issue might be profile related. To create a new user profile on your computer, please follow the instruction below:
- Open the command prompt with administrator access
- Type each command below and press enter
* To create a new user profile
net user (account name) /add >> Change the (account name) with your desired user account name.
* To make the created user profile as administrator on your computer
net localgroup administrators (account name) /add >> Change the (account name) with the named you put on step 2
- Switch to the new user profile and check if issue occurred on the new one.
