Using Always on Conn string does not work - wait operation times out

Good afternoon

We have a situation where we can access our sql server dbs using direct access with no issue but recently Always On has been put in and we were given new conn strings to access the db with. They look the same except instead of the server it has the listener. For a large number of these apps we get the following error

A connection was successfully established with the server, but then an error occurred during the pre-login handshake. (provider: SSL Provider, error: 0 - The wait operation timed out.)

If we use the exact same code with the server name in the conn string this works without issue. I see that it says SSL Provider error but I am not sure what to do to troubleshoot. I tried creating a DataLink Properties (.udl) file and entered the server name, user ID and Pwd and database and it works for the direct server but not the always on listener. Is there anything I can do or test on my end. I am running .net core 3.1.1 on Server 2016 as the client and we are using SQL Server 13.0.5865.1
