When creating a personal developer account and submitting windows applications, other settings are fine, and at the end it displays "You cannot submit to the Microsoft Store until your account is verified.", check the Microsoft development document prompts, in "Account Settings" You can see the verification status in "", here you can’t see the verification status in the Partner Center, or how to verify the account, and no relevant entry is found.
