Hi All,
I have followed below document to create a VM with Oracle DB 12.2 SE image. The VM came up just fine and so the DB.
The issue is with accessing Oracle EM console on 5502 port. I rechecked multiple times that required rules allowing traffic from 5502 port is there, and it is indeed. Still the EM console is not accessible using public ip. The url trying to hit is in this format - http://<public ip of VM>:5502/em.
Any idea/suggestion on what else and where to check?

"I rechecked multiple times that required rules allowing traffic from 5502 port is there". What have you checked? You need to open the 5502 TCP on both Windows Firewall on that VM, as well as Azure firewall rules for that VM.
Ok. so let me correct you here. This is no window machine. This is Oracle DB 12.2 SE image which has Linux.
And to answer what did I checked. I verified the NSG of the VM and there is rule there to allow traffic on 5502. Image is attached.
Now why azure firewall came into picture ?? I didn't setup any then how it came ?
@PanchalAshish-4990 As suggested by @MalleswarReddy-3494 have you tried creating separate instance and check if you are still getting the same issue or not.

Alternatively, even if you have found any other solution for same can you please share it with the community so that it can help others who are facing the same issue.
I was trying to create a separate RG and instances in it, but since it is a free tier unable to create new instance. The error shows up that all vcpus are exhausted.
Also the below notification comes all the time.
The portal is having issues getting an authentication token. The experience rendered may be degraded.

When it comes to free tier there are certain limitations in place and the request for quota increase is not there for free tier. More information here.

In the above screenshot your shared, I noticed "DenyAllbound" Denied for all inbound and outbound. Please remove and try.

If DenyAllInbound is blocking the connection than why I am able to SSH to oracle VM ?... It should deny all traffic.. isn't it?
To my understand that rule has lowest priority and so will be ignored if explicit allow is present.
But let me try anyways.
Oh yeah. and one important thing.
I setup a windows VM in the same vnet as oracle vm and tried to connect to EM from browser with url - http://10.0.0.4:5502/em. And it didn't connect. The ping to 10.0.0.4 is working fine though.
So I guess it must be something blocking at the Linux VM or ?
how can I check if there is anything at OS level that is blocking the traffic ?
I can't delete DenyAllInbound. Its a default rule.

Looks, you tried almost everything. Can you please give a try creating a separate instance from scratch and see if that instance get same issue.
If you get the same issue again, I will perform step by step to figure out.
