Need an Admin Dashboard for Microsoft Throttling End-Users and Applications

We've recently bumped into the problem of Microsoft throttling our onsite backups of our O365 tenant. Apparently this had been an issue for a while and we never noticed it. I have spoken to our backup software provider and they have some best practices that we are are going to switch gears and follow, but that doesn't change the fact that there is no mechanism that Microsoft has for Admins to know when or if any of the O365 services are being throttled for an end-user or application. I've also spoken to MS support and they can accommodate throttling somewhat for specific reasons for specific apps, but that doesn't solve the problem of Admins easily knowing there is a throttling problem to begin with. I would like to recommend a feature request for Admins to have a dashboard that includes any throttling that Microsoft does on any of our tenant services either for end-users or applications. Additionally, an email alerting system with thresholds would be ideal for Admins to be able to know that throttling is or has occurred. It seems that if Admins knew more quickly that throttling was happening and could have the ability to alleviate the problem more quickly, it would benefit not only tenant owners but Microsoft also.
