Was the previous connection to this URL successful?
It's recommended to clear existing permissions to have a check via going to Data > Get Data > Data Source Settings > Global permissions > click “Clear all permissions to remove all permissions”

Then try to connect to this web content again.
I would also suggest you go to File > Options > Data, then tick the box of "From Web (Legacy)"
to enable legacy data wizard.
Then please go to Data > Get Data > Leagcy Wizard > From (Web Leacy)
