Administrator approval is required

Question

In Azure I registered a personal application.

When the user logs in, he receives this message:

Administrator approval is required

To access corporate resources, PIB Online Services requires an authorization that can only be granted by an administrator. Before using it, you need to ask an administrator to grant permission to this app.

Do you have an administrator account? Log in with that account
Return to the application without granting permission

In the image below it is said that there is no administrative consent but it asks for it anyway

As an administrator, I access without any problems.
