How to enable the App Installer on Windows 10 LTSC system?

Hi MS-Experts,

I post the question on Q&A, but the MSFT did not give me more response. So, I post a new thread again.

I have an issue on installing our side-loaded app. In general, the windows 10 system has installed the App Installer for us by default. Then we can install our side-loaded app by double clicking the app package. But now, we have some machines which is runing the windows 10 LTSC system. We cannot find the 'App Installer'.

So, I want to know if it is not installed by default in windows 10 LTSC system? or It's installed, just not enabled?

If it's not installed by default, are there any ways to install/enable it manually?

Are there any ways to install/enable it in the offline environment?

    Hi Steven,
    For your scenario, simply upgrade your LTSC to Semi-Annual Channel. Any other suggestion is an unsupported workaround.
    You can't install the Store on LTSC.
    This edition of Windows doesn’t include a number of applications, such as Microsoft Edge, Microsoft Store, Cortana (though limited search capabilities remain available), Microsoft Mail, Calendar, OneNote, Weather, News, Sports, Money, Photos, Camera, Music, and Clock. These apps are not supported in Windows 10 Enterprise LTSB edition, even of you install by using sideloading.
