What is the manual method for installing Application Request Routing (ARR) for Windows Server 2016 and IIS v10 ?

I am unable to use the Web Platform Installer due to our servers being blocked from connecting to the internet so I need a manual method for performing the install. The install instructions for ARR at https://www.microsoft.com/en-us/download/details.aspx?id=47333 refer to an out dated manual method. What is the manual method for Windows Server 2016 and IIS v10 along with what specific component versions should be installed ?

    anonymous userMcIntosh-1913 unfortunately there is no official webpage for Application Request Routing (ARR). Somehow latest news about were posted on IIS.net blog and forum resources.

    Look at last update on ARR version 3.0 (Version 3.0.1952): https://blogs.iis.net/iisoobs/updates-released-for-arr-url-rewrite-and-httpplatformhandler-including-windows-10-support

    Also latest version 3.0.5311 (Date: 3/26/2021) can be found here: https://www.microsoft.com/en-us/download/details.aspx?id=47333

    I also mind about future of ARR.
